Helpful resources and requirements for assisters participating on the Oklahoma Health Insurance Marketplace.
Assister Programs
The Oklahoma Insurance Department oversees the state’s Navigator and Certified Application Counselor (CAC) Programs. Assister organizations that previously supported consumers through the Federally-facilitated Exchange (FFE) have received transition guidance to continue supporting Oklahomans after the state’s transition to a State-based Exchange on the Federal Platform (SBE-FP) on May 1, 2026.
Navigator Program: Oklahoma’s Health Insurance Marketplace awards outreach grants to community organizations designating them as Navigator Entities. These organizations oversee individual Navigators and conduct education and outreach to help Oklahomans access health insurance. Navigators help consumers with applying for coverage and provide education on health care basics, plan options, and available financial assistance.
CAC Program: Oklahoma’s Health Insurance Marketplace designates community organizations as Certified Application Counselor Designated Organizations (CDOs). These organizations volunteer to oversee individual CACs and conduct education and outreach to help Oklahomans access health insurance. Like Navigators, CACs help consumers with applying for coverage and provide education on health care basics, plan options, and available financial assistance.
Assister Certification Training
Oklahoma assisters will continue to complete FFE assister certification to support consumers in Oklahoma. Certification training details are available on the CMS website.
In addition to completing certification training, assisters must register with OID. Registration requirements are available on the OID website.
Information for Agents
Agents selling plans in Oklahoma will continue to use HealthCare.gov and complete the FFE certification training to assist consumers. Agent training requirements and details are available on the CMS website.
