Speaker Bios

Ray Walker

Ray Walker

Ray Walker is the Divisional Director for the Medicare Assistance Program at the Oklahoma Insurance Department.  Mr. Walker has a bachelor’s degree in Communication from the University of Oklahoma and over 20 years of experience working in and around the healthcare industry, primarily in insurance.  Mr. Walker has had the privilege of speaking to groups across the state and around the country on topics ranging from genetics to team building to Medicare.  Mr. Walker currently serves on the Advisory Committee to the State Council on Aging and recently completed his second term on the SHIP Steering Committee, where he served as the vice-chair for the SHIP Steering Committee (Senior Health Insurance Assistance Program), as well as the Leadership Council for the MIPPA Grant Program.

Gaye Humphrey

Gaye Humphrey

Gaye Humphrey works for the Centers for Medicare & Medicaid Services (CMS) Dallas as an Outreach Specialist and Team Lead for the Local Engagement and Administration (LEA) Group. She has content expertise from over fifteen years’ experience as a subject matter expert on Medicare program benefits. Gaye is the LEA training lead, and serves on the Medicare National Training Program workgroup. She is CMS Dallas’s SHIP and SMP regional liaison, team lead for opioid crisis outreach, and team lead for tribal outreach. The majority of her time is spent planning and implementing outreach and educational events, as well as partnership/stakeholder development.

Carmen Irwin

Carmen Irwin

Carmen has worked with Medicare for the past 25 years. She started her career working in the anti-fraud department as one of the Medicare contractors.  After a few years Carmen moved on to beneficiary outreach and education. In the fall of 2002 Carmen accepted a position with CMS in the Dallas Regional Office.

Carmen has worked with several Medicare Contractors for both program integrity and Medicare policy. In 2016, Carmen became the Rural Health Coordinator for the Dallas Regional Office. Carmen’s primary role is the provider education lead, for the Division of Local Engagement and Administration in the CMS Dallas Office.

Angela Cain

Angela Cain

Angela started her career with The Centers for Medicare & Medicaid Services in 1988 in Baltimore, MD. She worked in the Office of Communications 8 years prior to joining the Office of Program Operations and Local Engagement (Dallas) in October 2020.  She graduated from the University of Baltimore earning her B.S. degree in Health Systems Management, Public Affairs.

Angela is a people person and diligent worker.  As an Outreach Specialist she is passionate about collaborating with partners and stakeholders.  She is eager to learn from them and share appropriate, accurate and timely healthcare policy information with them.

She has four sons and two young grandsons. She loves spending time with her family and lounging at the beach.
